Care Program for the Homeless「無家者」 &
Street Sleepers
「露宿者」
Since before
2008
The world of the
street-sleepers may seem very far from yours, but in some ways it
is quite near. For any of us, the loss of a job, the illness or
death of a spouse or a child, or a severe physical disability
could be the route to total despair. Struck by personal tragedies,
financial difficulties, etc.. the homeless are in many major
cities worldwide. Most lost their homes and been deserted by
family and friends. What can you do to help them? Sometimes the
smallest actions can go a long way.

露宿者或稱野宿族、流浪漢、遊民、街友、無家可歸者,指的是一些因為經濟能力不足或其他原因居無定所,而在公園、天橋底、地下道及住宅後樓梯等地棲身的人。他們在城市中流浪,行乞或當苦力等臨時工人,以賺取微薄的金錢。 |
義工感想 -Volunteers

經兩次到外地服務過後,希能為香港貢獻多一些。回港後,相信是主聽了我所求,帶我認識到香港一個由個人發起的慈善組織,踏實地為貧人服務。今晚跟他們探訪油麻地露宿者,這是我的第一次。
在印度臭到露宿者的氣味,料不到在香港的也不遑多樣,在一天橋下超過四十名男士露宿,而且有些已住了數年。露宿者的家是怎樣相信大家應不大陌生;走近跟他們談天,聞到那股氣味難免有點忐忑不安,天天要醃咸魚的滋味可會是怎樣的呢??家財只有破舊霉’宿’的床鋪、一兩張舊椅、紙皮,身無分文,好天晒,落雨淋的他們。這些’他們’跟我們並不陌生,對!!他們正正住在被視為繁華的香港我們的家之一角。
今天的主要任務是派發小小的食物及予他們閒聊以表關心,可是大部分露宿者都出外了,我們就把食物放在他的床邊。服務過後,返回自己的生活圈,經過廟街的公園,看見很多中年男士目光呆滯地坐著,當中會否是橋底的露宿者嗎?等到眼皮掉下來才回去睡?

Homeless
Ministry Handbook指出,一般人對無家者及露宿者有以下誤解:
i. 他們大部份都有精神問題﹖
以美國伯克縣為例,約只有10%有不同程度的精神問題。而根據《全港無家者人口統
計行動2013》,約18%的受訪者有精神問題,社會福利署的數據更只有8%,可見大部份的無家 者和露宿者都不是精神有問題的人。
ii.
大部份無家者及露宿者都有濫藥及酗酒問題﹖
美國伯克縣的統計約為30%,而根據《全港無家者人口統計行動2013》香港則約27%有濫
藥問題,30%有酗酒問題,反映大部份人士均沒有相關問題。
iii. 無家者及露宿者的問題是自己一手做成﹖
他們大部份都不希望露宿街頭,有些是因為遇到家庭暴力問題而出走,也有的是因長期失業, 以及失去居住的地方,所以被逼流落街頭。
iv. 無家者及露宿者是危險的一群?
他們大部份對別人都没有攻擊性,只是由於常常被人驅趕,到處為家,故對陌生人較警覺。
成為無家者及露宿者的原因及收入情況
根據《全港無家者人口統計行動2013》,成為無家者及露宿者的主因依次是(一)租金太貴,找不到負擔得起的住所、(二)失業,無法負擔住所、(三)其它原因:包括離開家人、未能負擔按金及剛回流香港,沒有支援。
另外,同一調查亦顯示,接近52%的無家者擁有中學或以上教育程度,約5%更接受過高等教育。但是,他們整體平均收入只有港幣5,688元,約一半申領綜緩。這反映著無家者及露宿者就算經濟情況較差,但仍有一半人士傾向自力更生,不想依賴社會,在受訪者中,超過74%從事兼職或半職工作,當中約27%從事什工、清潔工或臨時工,其次有18%是從事地盤或裝修工人。
巿民認為無家者及露宿者露宿街頭的原因
根據香港民意研究計劃《巿民對貧窮問題意見調查2008》顯示,受訪的512位巿民中,有2成認為露宿者因為精神病患或長期病患引致失去工作能力,所以露宿街頭,另外亦有2成受訪者認為是由於給家人遺棄或無人照顧,再其次約2成認為低收入和沒有錢租屋住是他們露宿街頭的主因。
Understand who the
homeless are – Help dispel the stereotypes about the
homeless. Learn about the different reasons for
homelessness, and remember, every situation is unique. One
of the first steps in helping people is to see them as
individuals and to find out what they need. Notice them;
talk to them. Most are starved for attention.
Educate yourself about the homeless – Learn about the
long-term solutions for ending homelessness, or sometimes
fast, immediate assistance. |

✨Respond with kindness –
We can make quite a difference in the lives of the homeless when
we respond to them, rather than ignore or dismiss them. Try a kind
word and a smile.
✨Develop lists of shelters
– Carry a card that lists local shelters so you can hand them out
to the homeless. You can find shelters in Hong Kong: Sham Shui Po
- Wanchai - Yau Ma Tei - Nam Cheong.
✨Bring food – It’s as
simple as taking a few extra sandwiches when you go out. When you
pass someone who asks for change, offer him or her something to
eat. If you take a lunch, pack a little extra. When you eat at a
restaurant, order something to take with you when you leave.
Respect the homeless as individuals – Give the homeless people the
same courtesy and respect you would accord your friends, your
family, your employer. Treat them as you would wish to be treated
if you needed assistance.

Non-Political, Non-Religious, Non-Frontier
✨Donations to charity
organizations that serve the homeless is the best option if you
don’t have enough time to do it personally.
✨Give recyclables – In
localities where there is a “bottle law,” collecting recyclable
cans and bottles is often the only “job” available to the
homeless. But it is an honest job that requires initiative. You
can help by saving your recyclable bottles, cans, and newspapers
and giving them to the homeless instead of taking them to a
recycling center or leaving them out for collection. If you live
in a larger city, you may wish to leave your recyclables outside
for the homeless to pick up — or give a bagful of cans to a
homeless person in your neighborhood.
✨Donate clothing – Next
time you do your spring or fall cleaning, keep an eye out for
those clothes that you no longer wear. If these items are in good
shape, gather them together and donate them to organizations that
provide housing for the homeless or directly give them. In Hong
Kong 99% are MALE, so medium to large size are fine.
✨Donate a bag of groceries
– Load up a bag full of nonperishable groceries, and donate it to
a food drive in your area. If your community doesn’t have a food
drive, organize one. Contact your local soup kitchens, shelters,
and homeless societies and ask what kind of food donations they
would like.
✨Volunteer at SUNSHINE
ACTION or Shelters thrive on the work of volunteers, from those
who sign people in, to those who serve meals, to others who
counsel the homeless on where to get social services. For the
homeless, a shelter can be as little as a place to sleep out of
the rain or as much as a step forward to self-sufficiency.
✨Volunteer your
professional services – No matter what you do for a living, you
can help the homeless with your on-the-job talents and skills.
Those with clerical skills can train those with little skills.
Doctors, psychiatrists, counselors, and dentists can treat the
homeless in clinics. Lawyers can help with legal concerns. The
homeless’ needs are bountiful — your time and talent won’t be
wasted.
✨Volunteer your hobbies –
Every one of us has something we can give the homeless. Wherever
our interests may lie — cooking, repairing, gardening, and
photography — we can use them for the homeless. Through our
hobbies, we can teach them useful skills, introduce them to new
avocations and perhaps point them in a new direction.
✨Volunteer for follow-up
programs – Some homeless people, particularly those who have been
on the street for a while, may need help with fundamental tasks
such as paying bills, balancing a household budget, or cleaning.
Follow-up programs to give the formerly homeless further advice,
counseling, and other services need volunteers.
✨Teach about the homeless
– If you do volunteer work with the homeless, you can become an
enthusiast and extend your enthusiasm to others. You can infect
others with your own sense of devotion by writing letters to the
editor of your local paper and by pressing housing issues at
election time.
✨Educate your
children about the homeless – Help your children to see the
homeless as people. If you do volunteer work, take your sons and
daughters along so they can meet with homeless people and see what
can be done to help them. Volunteer as a family in a soup kitchen
or shelter. Suggest that they sort through the toys, books, and
clothes they no longer use and donate to organizations that assist
the poor.
✨Sign up your
company/school – Ask your company or school to host fund-raising
events, such as raffles or craft sales and donate the proceeds to
charity organizations that aid the homeless. You can also ask your
company or school to match whatever funds you and your co-workers
or friends can raise to help the homeless.
✨Recruit local business –
One of the easiest ways to involve local businesses is to organize
food and/or clothing drives. Contact local organizations to find
out what is needed, approach local grocery or clothing shops about
setting up containers on their premises in which people can drop
off donations, ask local businesses to donate goods to the drive,
and publicize the drive by placing announcements in local papers
and on community bulletin boards and by posting signs and posters
around your neighborhood.
✨Create lists of needed
donations – Call all the organizations in your community that aid
the homeless and ask them what supplies they need on a regular
basis. Make a list for each organization, along with its address,
telephone number, and the name of a contact person. Then mail
these lists to community organizations that may wish to help with
donations — every place from religious centers to children’s
organizations such as Girl Scouts and Boy Scouts.
✨Employ the homeless –
Help Wanted – General Office Work. Welfare recipient, parolee,
ex-addict OK. Good salary, benefits. Will train. SUNSHINE ACTION
has employed them ocassionally on small jobs such as cleaning,
moving, hourly simple works.
✨We also welcome NEW &
CREATIVE ideas & solutions to assist the street-sleepers in HONG
KONG.

耀陽行動策劃「列根號」及隨行艦百多名海軍參與義務工作
美國最大核動力航空母艦「列根號」USS Ronald Reagan
(CVN-76) 及隨行的兩隻驅逐艦和一隻巡洋艦訪港期間,百多名美國海軍在8月13及14日,參與由「耀陽行動」安排的多項社區服務,包括與青少年交流、探訪長者和露宿者以及分派食物福袋。
晚上另一批海軍跟隨「耀陽」負責人帶著福袋探望深水埗區的露宿者。福袋除了食物,還包含一些衛生日用品。在「香港露宿救濟會」的帶領下,低調地送出捐贈者一點點心意。

我乘巴士回家,看到Roadshow介紹旅遊,美食節目,這些節目可會是露宿者們遙不可及的事。只是幾分鐘之隔,看到生活大不同。如果有能力在一個月內’豪’食兩三餐,當中抽一餐能予他們分享,你話幾好呢?試幻想,如果香港的土地識吸取物資,我們將多餘的掉在地上,如水般被土壤吸取,然後自動分發給需要的地方,那貧人的生活就不用那麼苦了。

國際消除貧困日(International
Day for the Eradication of Poverty)亦稱國際滅貧日或國際消貧日是聯合國組織在1992年12月22日會議上通過47/196決議,由1993年起把每年10月17日定為國際滅貧日,用以喚起世界各國對因制裁、各種歧視與財富集中化引致的全球貧富懸殊族群、國家與社會階層的注意、檢討與援助。提高全球的滅貧意識,提醒所有人持續為2015年「1.靠每日不到1美元維生的人口比例減半2.挨餓的人口比例減半」這個目標而努力.
